Identify the chapter, principle, portal URL or version number.

State a bounded claim that can be tested.

## 3. Evidence or legal basis

Link primary sources, data, test results, legal authority or reproducible analysis.

## 4. Possible counter-evidence

Describe what would show that the objection does not hold.

## 5. Consequence if the objection is correct

Describe the impact on rights, legitimacy, security, economics, delivery or outcomes.

## 6. Proposed test or control

Describe how the issue can be assessed independently.

## 7. Publication

State whether a name may be published. Personal data and security-sensitive detail should not be placed in the public section.
