The reserve system keeps the citizen council resilient when people become ill, resign or have to leave for other reasons — without trapping anyone in the role through economic or legal coercion.

1,000 members

The active six-month cohort is selected with geographic and demographic balance.

1,000 accepted reserves

Reserve positions are filled until 1,000 people have voluntarily accepted standby status. They have 72 hours to respond.

No ranking

The reserve pool is a set, not a queue. Nobody benefits from a hidden queue number.

New draw for each vacancy

If R reserves remain, each has probability 1/R in that activation draw.

24 hours to respond

Accept the job, decline or let the window expire. Declining or not responding carries no sanction.

Activation becomes employment

Salary, employment duties and the four-year cooldown start only when the reserve accepts the vacancy.

TWO DIFFERENT ACCEPTANCES

Reserve status is not a job premium.

72 hours: when the reserve position is first drawn, the person can accept or decline standby status. No salary and no four-year cooldown follow from reserve status alone.

24 hours: when a real vacancy occurs, a reserve is drawn. Salary, privileges and the four-year cooldown start only if the person accepts the remaining employment.

IMPORTANT LIMIT

1,000 reserves are capacity — not a promise that 1,000 people will later be able to serve.

A reserve may become ill, pregnant, relocate or face another constraint before activation. Ethica can guarantee an open process and a defined number of accepted standby positions, not future human availability. If the pool is exhausted, the next step must be predetermined and public: vacancy or a supplementary draw.
